Overview
Lesotho offers competitive infrastructure and land access support for investors in both industrial and tourism sectors. The Lesotho National Development Corporation (LNDC) facilitates access to factory shells, serviced industrial estates, and long-term leases of land for priority sectors. The Lesotho Tourism Development Corporation (LTDC) provides access to land for tourism projects, including eco-lodges, resorts, and visitor facilities, often in collaboration with government and local communities.
Industrial Infrastructure and Land Access (LNDC)
- Factory Shells: LNDC constructs and leases out fully serviced factory shells at subsidised rates in Maseru, Maputsoe, and other industrial towns.
- Serviced Industrial Land: Long-term leases on plots with utilities such as roads, electricity, and water.
- Industrial Estates: Managed estates such as Tikoe Industrial Estate for textiles, agro-processing, and light manufacturing.
- Land Tenure: Secure renewable leases (30–60 years) while land remains state-owned.
- One-Stop Facilitation: LNDC works with the OBFC to streamline permits and land-use approvals.

Tourism Infrastructure and Land Access (LTDC)
- Tourism Land Facilitation: LTDC identifies priority sites for eco-tourism, resorts, and adventure tourism.
- Access to Land: Facilitates leases for investors in collaboration with government and communities.
- Public–Private Partnerships (PPPs): Encourages PPPs for large-scale tourism projects such as resorts or ski lodges.
- Infrastructure Support: Works with the government on roads, utilities, and visitor facilities at priority sites.
- Priority Areas: Mountain lodges, adventure hubs, ski resorts, and cultural heritage sites.
